Iron County Board of Health Meeting Minutes

Monday, September 15, 2014

Iron County Court House

Hurley, WI 54534

 

1. The meeting was called to order at 5:28 pm by Board Chair, John Smith. Roll call taken. Present: John Smith, Brad Matson, Karl Kra11, Nils Olson, Paul Hagemann,Jeanette Splonskowski, and Joe Pinardi. Absent: Tom Thompson.

2. Zona reported that the meeting was properly posted.

3. Motion by Hagemann to approve the agenda as written. Second by Matson. All ayes. Motion carried.

4. Motion by Matson to approve the minutes of the June 23, 2014 meeting as written. Second by Hagemann. All ayes. Motion carried.

5. The proposed budget was reviewed. Public health grants remain about the same as 2014 with a slight increase in prevention funding. Increase in tax levy from $253,330.58 to $300.346.69 was due to a proposed increase in RN wages, Zona's retirement, and a proposed sanitarian position starting June 1, 2015. Motion by Krall to approve the budget as written and forward it on to the finance committee. Second by Matson. All ayes. Motion carried.

6. The board reviewed the Health Officer job posting. A candidate with a master's degree will be preferred but a bachelor's degree and 16 graduate semester credits towards a master's degree candidate will be considered as per WI State Statute 251.06. Motion by Smith to post job position ASAP. Second by Hagemann. All ayes. Motion carried.

7. Birth to 3 Determination status report was reviewed. The program "meets requirements" in all areas. Liana Saari, RN, was commended for assuring all indicators are being met in a timely manner. This report will be shared with the community on our website.

8. The board was given information on the State of Wisconsin DHS promoting falls prevention in the state. This is important as Iron County leads the state for the county with the highest percentage of seniors. The county just received a grant to train more Stepping On instructors so we can offer this falls prevention evidence based program in all areas of the county at least once or twice a year.

9. Communicable Disease Report: 5 Chlamydia, 5 Lyme Disease, 1 Giardia, 2 Hepatitis C, and 1 Ehrlichiosis. Human health hazard cases in the past 3 months include continued work on a dilapidated house in Mercer, problems with 6 water shut offs in the City of Hurley and City of Montreal, and a rat complaint in Saxon. The health department sent in a bat for rabies testing but the brain was damaged and it could not be tested. Vilas County has had 2 positive bats for rabies this year.

10. Directors Report:

A. The 140 Review was complete on September 12, 2014 and went well. The health department is meeting all criteria for a Level III health department including 14 different programs in addition to the Level I required programs and an environmental health program.

B. The health department continues to coordinate Strong Women programs in Wakefield, Bessemer, Hurley and Springstead. Classes started this month

C. The ICHD and DOVE wrote for and successfully received a $4,000 Building Networks for Advocacy and Reproductive Health grant. The purpose of this grant is the creation of a template to assist Family Planning Providers and Sexual/Domestic Violence Agencies in foiming formalized, sustainable and effective practices for clients seeking services from either agency.

D. On September 5, 2014 we were notified that we were not funded for the Superior Health Foundation grant as they felt the trail proposal was more of a community development project rather than a health-centered project that aligned with their mission.

13. Next meeting Monday, December 15, 2014 at 5:30 pm in Mercer.

14. Motion by Matson to adjourn the meeting at 6:25 pm. Second by Hagemann. All ayes. Motion carried.

The Iron County Board of Health will meet on Tuesday, June 8, 2010 at 5:30 PM in the Mercer Town Hall , Mercer, Wisconsin. The meeting is open to the public according to Chapter 19, SubChapter V, Wisconsin Statutes (Open Meeting Law).
